I'm getting ready to post a BTR but wanted to get a little info first. Short story: I sent money via PayPal to a guy in Canada with a good Bartertown rating (40). It's been a month and a half and I haven't received anything. I've sent PMs. His last reply was on 4/14 saying "ASAP". I sent a final message on 5/08 which he hasn't opened. Before that I sent a message on 4/27 which was opened but not responded to. His last visit to Bartertown was 5/07. Given his rating and all I wonder if something has happened in his life, but I think he should at least get back to me and let me know.
I'll post all the details in the actual BTR, but was wondering what my options are as I haven't really dealt with anything like this before. How does mail fraud work between the US and Canada? What can I do through Paypal? What does Bartertown actually do when someone posts a BTR?
I hope it is appropriate to ask these things here. Thanks to anyone who replies.

You might be too late, but maybe not. I think Paypal has 45 days to escalate a claim on a transaction. Log into paypal and try to issue the claim. You may be able to get your money back. Wait beyond the 45 days, and you are out your money almost guaranteed (unless the other guy sends you a refund).

Like was said if you didn't gift it (becomes more difficult but not impossible then) and it hasn't been 45 days open a claim. That will get his attention. If you do though, do not cancel the claim until you recieve the goods. Once you close it you can not reopen the claim. It will then be up to the other party to prove to paypal they shipped to you.

File your PayPal claim IMMEDIATELY, then file your BTR.
Read the guide I posted BEFORE posting the BTR, and you'll (a) save yourself a lot of headache, (b) get assistance from more people and (c) be sure not to violate any site rules.
