As is shown in the image below, all of your PM settings are fine. So, AFAIK it's nothing on the board that is causing the issues:
cossack permissions.jpg
Here's what I'd like you to do, in order:

Log off of Bartertown. Actually LOG OUT.
The following instructions are for IE 7. If you're not using 7, your steps may be different. The End results will be the same.
Within IE, click on "Tools," then "Internet Options"
Under "Browsing History," click on "Settings."
Choose "Every Time I Visit the Webpage."
Click Okay.
This will put you back at your "Internet Options" window.
Under "Browsing History" again, click on "Delete."
Delete your Temporary Internet Files and Cookies.
When these are done, close ALL OPEN Internet Browser windows.
Then, open IE back up, log into the site, and see what happens.

Post here to LMK if it worked.

Cossack, please post a screen shot of the error message. Or, alternately, just copy-paste it into a reply so I can get Adam to see what's causing the issue. It sounds like the database isn't retrieving the queries you're sending, and that's not something I can fix. :-(

That is weird.

On a side note, look in the upper right hand corner of the pic. You had to google how to take a screen shot?

C'mon, IH.
No need to kick a man while he's down. ;)

On another note, I noticed you had a Rogue Market tab open, too.
How's that working out for you?

Just messing with him. This is so odd.

If it's not fixed yet, maybe he should reinstall Windows and IE?

Well, before doing that I'd try using another computer. If it works on another computer, then I'd start looking at my system as the problem; but I doubt that is the problem.

looks like an account issue.. he tried a new comp and network..

try setting up another account, yes I know it's illegal, but this is just a test.

i'd suggest you send, via email, to one of the mods, your password and account info and have them try loggin in and testing it.

if it happens to him/them, then it's the account. if it doesn't then it's something on the comp or network. [which doesn't seem likely since you said you tried that already.]
Heh, I was called a Grognard. ;-)

Please, do not create another account. That is never acceptable.

I do not like the idea of logging into a user's account, but I'm willing to do it at your request.
Cossack, email me the password if you want me to try it. I'll PM you my email address.
