OK. So, I blew it on the ruleboyz idea.
It was pretty stupid anyway. Although, I remember calling them once a LONG time ago and getting a pretty good answer. But then again, I don't play with people who want to argue about rules. I just play to have fun.
Jay, I would think of it as chaperoning...
One parent per ten. Once you go over ten kids (or grots which look and act fairly similar from what I have seen), you need another chaperone even if it's only for one kid/grot. So 10 equals 1 runtherder (which also sounds eerily like a parent), >10 but <20 equals two runtherders/parents. And so on, Ad nauseam.
That's just my take on it. Obviously from a parent's viewpoint.

From me as a parent. I would duct tape the 11th one to the 10th one so he couldn't run away. In fact I might duct tape them in groups of two so I would only have 6 kids to keep up with.

I'm with Karl. How I THINK it was intended was that, for every group or fraction of 10 you need a Runtherd. By STRICT interpretation, however, that isn't the case.

Guys, this is very basic comprehension.
It says "for every ten", not "for every ten or fraction thereof".
Therefore if you don't have 10 models, you don't need a herder, and/or you can't take an upgrade.

Well, I'll be honest, I don't have the codex. But the original poster's (Jay) quote was "for every 10 Gretchin you must take 1 Runtherd". That's a little different than "for every ten"...
Not to knock your basic comprehension comment, but sometimes GW's rules kind of mow down basic comprehension with an autocannon.
I take the original quote (which is all I have to go by) to mean that 1 runtherder for 10 grots. Add any more grots and you have to add one more runtherder. Ah... Rules interpretation. Now if I was playing across the board, I wouldn't care as long as it isn't blatant rules breaking.

Being that a minimum number in a squad of Gretchin must be at least 10, then you are always going to have a runtherder.
which to me kind of settles the point. 10 = 1 11-20 = 2 21-30 = 3 and that is your limit.
besides gretchin are so cheap......if your gonna get 15 why not get 20.
