Sounds like you got a hold of Testor's enamel. Nothing short of sandblasting will get rid of that on plastic... if it's on metal, I recommend brake fluid or methyl ethyl ketone (lacquer thinner, maybe). if it's plastic, it's on forever.

Simple Green, Castrol Super Clean, and Fantastik cleaner will work on water based paints such as GW, Reaper, and Polly Scale, but they all have a hard time with Testor's Acryl acrylic paints. Testor's Enamel paints and spray paints of any brand are next to impossible to remove from plastic.

BTW, Simple Green is not a petroleum distallate. It is 100% biodegradeable, which petroleum based products are not. The MSDS sheet for Simple Green does not list petroleum distillates as an ingredient.

Simple Green is probably the safest remover for water based paints on plastics. I have had RT-01 Beakie parts in Simple Green for up to a month, without any adverse effects.

If the paint turns out to be enamel, paint over it.

Other chemicals include:
acetone
and 89 octane gasoline.

I do not recommend either for anything but metal, and only the latter if you're feeling adventurous... and neither if you want efficient and safe in any environment.

Now something random happened when I was trying the acetone, or was it the gasoline... at this point I don't remember.

either way, I believe that something plastic was in the jar, and it was of sufficient bulk that when all was said and done, a blob of material had attached itself to one of the models in the jar, which now looks like it's being eaten by a blob or dragged by one.

I was going to light a match and watch it gleam, then I realized that wouldn't be a healthy environment for anyone with several blocks.
