stolen package what do I do
so i just sent about $300 in models, tracked, to a member in exchange for money and some figs, i have half the money, but he says they were stolen and he has had issues with this neighbor stealing before. I just want to know if now I am screwed or my obligations at this point.

Don't see how it's your problem. If he knows it arrived, and he knows the neighbour has it, he should pay up and take up the matter with the cops.

I agree with sorrow. If you have proof he received the models, (tracking,) and he says his neighbor stole them then it's his job to get the cops involved. If he doesn't do anything it's then your duty to get the cops involved for him. At that stage it's likely he's lying. People don't just let neighbors run around stealing stuff from them, shrug their shoulders, and say "Oh well."

You used a DC# and that # shows the package was received?
He needs to pay you and deal with his neighbor, the USPS and cops himself. You practiced due diligence by making sure to use a DC#. You're covered. If he knows he's got problems with packages disappearing, he should have rectified that himself. He could have the USPS hold all packages for pick up, for example.
I am absolutely NOT making any accusations here. This is strictly hypothetical:
What is to say someone couldn't just lie about it? "Oh. The DC# shows the package arrived, but I never got it. MY neighbor is always stealing stuff, though. he may have taken it." This is why it's HIS responsibility.

Tell him to go to www.usps.com and contact the Postal Inspectors.
You might also point out to him that it's a felony, 5 years & $5000 fine per item. [so he can persue the charge against his neighbor.]
If he's lieing, it should make him think twice. If he's not, it should point him in the right direction.
Either way, he owes you the rest of the payment.
