I have a problem with Oracleboyd. I sent paypal payment to him but have not received anything from him. This agreement was started on 1-16-11, he is not replying to pm or emails. I check his references and they're great. Is there anything you can do to help or tell me what recourse I have.

It's getting close to a month.
If I were you, I'd file a PayPal dispute *immediately*. Like *RIGHT NOW*.
Then, call to your credit card company and initiate a chargeback for fraud. PayPal hates this, but you're going to be ripped off if you don't act soon.
Then, *after* you've got the financial stuff underway, post a BTR.
Finally, Neg him at your leisure.

I can't disagree with anything John's said.
You've got to protect yourself here.
One thing
I do want to reiterate, though; As John said, if you paid through PayPal via credit card, call the CC company, NOT PayPal. PayPal acts in it's own best interest... and that is NOT to refund you money that they may not be able to recover, themselves.
