I must say, I have never heard anything like this before that wasn't a fraud. Obviously, not knowing the individual in this instance, I cannot say that he is/isn't trying to pull a fast one, but as has been said many times before, you just don't do stuff like that.

Plus, I'd bet (Lin, you don't HAVE to respond, if you'd rather not tilt your hand) that Lin is about as annoyed with the guy as the rest of us and wouldn't mind having a reason to send this guy packing off (heh heh ... "Packing" off...heh heh... on the curtains... heh heh)... to send this guy packing off to cool his heels for a couple weeks.
It's mail fraud, but he sounds like he's from overseas... Even then "mighty" US is not going to bother with that.
Send the guy a PM.
Reiterate to him what you said his options were. inform him that, if he does not respond within a given time frame with a SPECIFIC answer to your questions (that does not refer to aged wine or... err... messed up curtains...), you will keep the cards as it will be obvious that he has no intent to pay to have them sent back.
Alternatively, you could choose to pay him a nominal fee (a buck a card?) for the ones you have received and tell him you'll (a) send the rest when you receive the cards or (b) presume the deal is done.
See what he says about that.
TWO sets of shipping for $10 worth of cards... Shipping is probably more than the sale price.
