Your link is screwed up. Is this the pic in question?
If so, looks like a DA Fallen Angels army. Bell of Lost Souls has a lot of home grown codexes they allow at their cons.

Well, the base MODEL is a necron... something-or-other. Forget the name, now.
The base it's on is a bit too small to get a good idea.
Looks like bones. Makes me think of the WAY old Ral Partha "Throne of Bone."

The model is the Nightbringer. The base is a Boneswarm from the PP Iron Kingdoms model line. A mixture that would not be legal at a GW sanctioned tournament.

sweeeeeeet.......thanks for all your help.
I am already looking for a nightbringer, now all I need is the bone thingie
Not planning on playing in too many gw tournaments (as a matter of fact, I really don't play much anymore).
I just finished up Descent of Angels and now have a burning desire to do a fallen DA army.
thanks,
Rick

Their old rule was 50% of the model had to be from the citidel line. If someone tried to ban me for having a model like that, I would take that person's name, write a letter to GW explaining that the person named had just stopped me from attending or buying $500+ on GW product and events a year, and proceed to find a new game to play.
Moot point however, because GW is pretty much done supporting tournaments in the US (they may or may not do one a year from what it sounds like), and the Independents are definitely not going to ban something like that, in fact, one of those independent tournaments is where this showed up BoLScon.

I mis-typed... RUNNING tournaments is what I meant. No more Grand Tournaments (except maybe one). They might do a qualifier like 'ard Boys or something.
The fate of Games Day seems to be up in the air for most cities as well. They might only keep Baltimore.
