Bits missing from a kit. What would you do?

I am looking for people's opinions on how to resolve a situation that I am experiencing.
Situation:
I conducted a trade with another user. I received his side. On October 20th, he PM'd me saying he had received my package, but there were 3 FW bits missing (2 star engines and a crystal targetiong matrix). I asked/ told him to recheck the package and let him know where I had packed them in the package. I did not hear one way or the other, and assumed no news was good news.
The ITL went back up, I left FB and sent a reminder to the other trader to post FB. November 24th, 30+ days later, I received a PM from the other trader saying OK to leave FB, but that there were parts missing from the Wave Serpent kit that was also in the trade.
My opinion:
For what it's worth, I'm of the opinion that any and all missing parts should have been brought to my attention immediately. Additionally, if he was unable to find the intitial "missing parts", he should have told me that they were still MIA.
I admit that I am not perfect and I do make mistakes. I have been on the receiving end of packages missing bits and in those cases, I notified the other trader immediately of anything and everything that was missing. In this case though, I took extra care to ensure I had added everything because it was an unassembled kit off the sprue. I confirmed it piece by piece with the directions (included in the trade) and reconfirmed off a kit still on sprue.
Finally, the latest PM says the Wave Serpent is missing 3 parts, but there is no mention of the FW star engines or crystal targeting matrix, the initial missing parts. While this doesn't prove anything, it makes me wonder, Did he find the FW bits and somehow lose the WS bits over the last 30+ days?
My question:
How would you guys go about resolving the "missing parts"?
Should I be held accountable for "missing parts" 30+ days after the package was received and inventoried?
