Is there a setting to use so Blacklisted users can't PM me, or not show up in my inbox?

Define 'blacklisted'.

If they are banned, they can't do anything since they can't login.

If you don't want to see post made by specific user that you choose to "blacklist", you can click on their username and then click the [add foe] this will prevent you from seeing their post.

Not sure if that's what you are looking for though.

Go to your inbox and choose the "Rules, Folders & settings",

In the "Add new rule" section choose "Sender" and click next, then select "if foe" and again click next, and finally "delete message" and hit add rule.

Then, if a foe PM's you, it auto deletes.

To add a foe, Hapotte is correct. Simply go to their profile page and choose "add foe".
