Advice/Opinion? - Leave neutral or no feedback.

My question is, is it nicer to leave a neutral feedback or no feedback for a trade?

There was some issues with this trade, and he ended up coming through, but he made promises he didn't keep, and was the cause of the issues.

Quick trade history (no names or specifics)

Me: looking for bits
Him: I have em, sell em to you for some bucks
Me: okay, whats your paypal
Him: someaddress@something.com
Me: cool paypal payment sent! to joe smith
Him: Uh, my names not joe smith, my address is someaddresscorrected@something.com?
Me: Uh, you gave me the wrong paypal...
Him: sorry for the trouble, I will send the bits out anyway.
Me: awesome! thanks. This makes you an awesome trader.

2 weeks later

Me: Hey, could you check on the package? I think it should have arrived by now.
Him: Oh, did you get your money refunded?
Me: Yes, paypal refunded me today (and i then re-send the payment)
Him: Cool, well I will put the package in the mail this week.
Me: Uh. You told me you already sent it. :(

I haven't received the bits yet, but I have a DC number that shows they are on the way.

Neutral with reason. 'items not sent when specified.' or such.

Not leaving feedback won't warn other potential traders.

Personal opinion to follow. NOT a BTown stance:

Make no decision until you receive the package. *IF* it is all complete and you have no other issues, a neutral is probably warranted. Try to leave a ref for EVERY trade, rather than just when something's great or something's horrible.

Before leaving anything besides a positive, though, address it with your trade partner. Give them the opportunity to earn the positive.

Thanks for the opinions. I will certainly discuss it with the trader before leaving anything.
