Deadbeats and Backouts question

Me again with a newb question. I might be overzealous with one of these, but I need some guidance.

1. B-towner and I agreed to a deal, said he couldn't pay for a week and would PM me when he paid via Paypal. I have sent 3 messages over the past few weeks with no response. Do I use the "Post a Reference" section to provide my bad reference or do I put it in Deadbeats and Backout? or in both locations?"

2. This is where I might be overzealous...and need guidance. I sent an new Btowner a PM with several items and prices he was looking for. He expressed an interest and then decided not to purchase any. I then posted the same group of models (with prices) in a forum and the same guy PM'ed me with a list of some models and prices beside them. His message was "I"m interested in these." I gave him my Paypal address and told him I'd provide the shipping cost this evening. I provided the shipping cost this evening ($10ish for priority) and now he has apologized and said he has changed his mind. So, can I leave a reference on this or a post in the Deadbeats and Backouts? The first time...I was okay, no agreement was ever really reached, but I felt we had an agreement today and in fact I turned down some other inquirers about the models he wanted.

Any advice on #1 or #2 would be welcome. I don't want to be crazy, but I think others should be warned about time wasters. Thanks.

We appreciate you asking before just doing.

The first one appears to be a back out so should be posted in the deadbeat/backout forum (make sure to read the rules to make sure you do it correctly).

I don't see the second one as a back out because he never agreed to the shipping cost - basically you told him it would be $xx for shipping and he then said 'No Thank You'.

You would be justified in leaving a reference for the first (if it ends up being a backout) if you really wanted - though I wouldn't go with a full on negative, a neutral IMHO would be more appropriate. On the second since there was no deal then there is no justification for you to leave a reference.

If you would like to PM me the message string of the first deal before you post it I could give you a positive answer if it is a Backout or not.

One addendum to what Gerry said.

If you leave the guy a Neutral for the backout, he gets a +1 to his rating (Neutral = +1).
You might decide it's not worth a -10 on him, but you don't want to bump his score, either. In that case, just a Backout post would suffice.
