Questions, from a new person

Hello,
I am new to the forum, well at least it has been at least 8 1/2 years.Let me explain my situation.
I played WH40K and loved it. I moved, got a new job and due to life situations, like being diagnosed with diabetes, my armies have been in the basement unpacked for all of those 8 1/2 years. I got the gaming bug again...turns out my 21 year old son likes to play M:TG. So I was a player, had no cards but started playing again about a month ago. Going into the local shop, I saw all kinds of table top games, and the locked cabinets of the local gamers WH40k and Fantasy figures. So I decided to dig my stuff out of the basement. I want to try to play 40K as well.
So I did two days ago. I forgot that I bought out a small store and I have a huge unassembled Catachan Army (These are all 3rd ed/MkIII stuff from the late 90\s I think). So none of my rules or Codex apply, so I need new rules. long the way I found some WH40K epic, some 22 unopened blister packs and the boxed set, which appears to be partially assemble (but the box is in poor shape). Being unemployed (starting new job on 2/1 though) money is tight, so I want to try to get enough money for a Space Marines Codex and the large rulebook and if possible an Imperial Guard Codex.
Where should I advertise the Epics at? I have a detailed list prepared.
Also, I have eBay references. Can these be used to help in the selling/trading process? I have a lot of experience selling and trading on-line, through eBay, selling guitar and bass gear and at one time I was a member of Good Traders Against Bad Traders (GAB) with over 200 trading references.
The golden rule for me is to ask questions before proceeding stupidly. I am reading all of the rules here, but thoght it good to post this.

You should post an ad in micellaneous futuristic for the Epic stuff.
You could also post an ad in the 40K section asking to trade epic for codexes or at least an ad looking to buy codexes.

When doing a cash transaction via Paypal, is it generally expected that the person sends the figures before payment is sent or does this only apply to trades?

I hate GW for the most part, so I can't speak to any of the 40k stuff, but I know eBay rating doesn't hold much water here - at least in my experience.
Don't worry though, it won't be long before you build up your references. If someone has a low rating and they want you to ship first, try to work out a half-n-half deal or something like that. If someone's references are over 100 -in my experience- you're safe to ship/pay first.
If their refs are lower than yours, you can request payment first; otherwise, be prepared to ship and then be paid.
Of course, your mileage may vary, but (unlike Feebay) I have made some fantastic friends here and it is managed & moderated by awesome people.

I completely missed your question about your e-bay rating as well.
Sumo summed it up pretty well though. E-bay rating counts at e-bay. Bartertown rating counts here.
For my self the lower rating sends first in all deals, unless I have dealt with them before, in which case they only have to go first if their rating is under 100.
You get +2 to your rating for each good reference so if you are active your rating should shoot up pretty quickly.

I do agree on what CS and Dakkar said..
MOST folks here do follow the convention of Lower Rating Ships First. This is NOT a Rule, but a convention to honor those who have put in some trade time, really. Another similar sentiment is that here.. if you are selling, what you really are doing is trading models for green paper.
Now, having said that, I also fully support your right to ignore it! If you think payment up front.. go for it! (I don't think you will do well, but.. you have the right to try!)
Now.. your OOP IG Catachans are TOTALLY workable with the newest IG Codex and ruleset.. you won't get the funky Catachan-Specific rules, but the MODELS work fine. To save a bit of expense, either trading or not.. if you just want the rules and not the current fluffiness or nifty model showcases.. you can get the Assault on Black Reach rulebook. It generally can be found for.. $15 or so in trade cred, and contains EVERY SINGLE PAGE of the main rulebook that is important to play 5th ed. Better than a 50 buck hardback, and tons easier to carry around. You also will (most likely since you are going Guard) need to get a set of templates too.. I know some folks sell them for dirt cheap, and even GW retails them for $6.
You can certainly put an ad in Both the 40k and the Misc GW Future forums for this.. I went ahead and moved your posted ad to GW Future for you.
However.. there is one issue with the ad. You mention they are for sale at your local consignment store. This violates one of the rules.. stuff cannot be for trade here, and for sale elsewhere.. there is too much of a risk of you trading it here, and finding out it has already sold.

But I believe I posted it in the wrong area, didn't I? Shouldn't it be in the "GW Futuristic" subforum of where I placed it? I didn't notice that util after I posted.

One other thing, if you edit your post.. note if the bases for the figs are square or strip bases.. helps to tell edition of 40kEpic apart.

I will go with my Space Marine Chapter to start, since they are already assembled and ready to go (some painting to do though, but I stink at that honestly lol). I have 2 Landraiders, one Landraider Crusader (IIRC that was what they are called?) about 8 Rhinos, 2 Demolishers, 2 Whirlwinds, LoD, etc, etc. That should be enough to get me started I hope? Small time compared to may I understand but I can field a 2K army if the values haven't changed too much.
When I first cracked my cases opened, I barely remembered what things were called, but it is beginning to return to me a bit.

In used to play at the Guardtower! I won my Crusader at a tournament thereIIRC.

They aren't square, they are the long rectangular ones that hold 5 x1. Does that mean they are the strip ones?

Yerp.. I don't know the right terminology myself.. but strip bases always made sense to me.
