You can start a topic on it in the Cafe forum of the discussion sections and DISCUSS the novel.
You can say it is a Kickstarter; you can even say it's yours.
You cannot:
(a) provide a link
(b) ask for people to support it
(c) ask for support in any "subtle" manner [i.e.; You guys should go check it out on Kickstarter!"]
(d) put a link to it in your profile/sig line
If your novel is interesting enough, and you do a good enough job of "talking it up," you'll get people interested enough to go and look for it on their own.
Whether or not to allow Kickstarter links is a topic actively being discussed by the staff and a whole and is on the Admin agenda, as well, for a final decision. For now, we're erring in favor of our advertisers. After all, it's their advertising dollars that make the site free for everyone else.
