The machine worked only with the attachment and it is stated in the auction. If it fails to do so, I'll be calling paypal lightning fast.
I do my best to describe my models in detail when trading, please do the same.
The best way to package models when sending is to immobilize them.

So I got the machine today but, it's not the same one. It is broken, the attachment works like mine did, but it's not mine. It is however one that he purchased off of ebay from someone else. So my thoughts now are he is a fraud to get the money back or he put a claim on the wrong person. In the end paypal is giving him a full refund and I get 75% percent of the $70 back. It is a first world problem but I feel that someone stole my money and the police found the guy and gave him a reward for doing so by letting him keep some.

That's total bullsh**. You told/showed PayPal what he did and the freaking let him keeep the money? Screw that. There's NO WAY I'd sit down and let that happen.
I'd tell them I wanted to speak with a manager and, when I spoke with him/her, I'd tell them I wanted 100% of the money or I'd be contacting a lawyer and would sue them for my shipping costs, the missing funds AND legal fees. It would cost them more to defend against you than the difference that they didn't give you.
Of course, a less civilized person might post the individual's personal invitation on 4-chan and tell them what he did, letting the people there get all "mob action" on him.
I, of course, would never do or condone that.

Reading some old posts and was curious if this was ever resolved satisfactorily. 
Rules
1. I do my best to communicate & ship in a timely matter & expect the same
2. If you or I back out of a trade expect the other to post so in the b/o forum etc, if thats not okay then I am not your man to trade with
3. An offer of "$25" for an item does not include s&h if you are not okay with actual shipping charges from the USPS on top of that then say "$25 incl s&h".. simple enough..
4. Please be polite, leave feedback

I missed the part where you got the vacuum back. If you have pictures posted of the one you sold in the auction, I'd take pictures of the one you got back, and submit that to paypal to reverse the reversal. I'd report him for sending you something that was not what you sold him.

Also, whenever threatening legal action - include "pain & suffering" because despite your efforts with cost, payment, loss, legal fees, etc. "Pain & Suffering" also covers loss of 'work time' that you may have been at work but had to take time off to process this legal action, AND any "compensation" for your 'trouble'! Often, in the legal process, your time off from work and "trouble" to process this claim will actually give you more than the actual claim. Just my two cents.
