I think you and I are looking at two different things.
It seems that you're presuming it was planned -on both sides- to be 2 detachments. I'm not.

I'm talking about showing up for a game with a standard 2500 point list and my opponent showing up with 2 armies that equal 2500 points (or whatever points are decided) without telling me in advance.
There's a difference.

Also, and I don't have my book handy to double check this but, I thought that -even at those higher pints levels- non-standard lists (like using 2 FO's) had to be vetted with your opponent in advance.

My current army is being played depending on my mood with either codex, but I'd like to work out a list that uses some aspects from both.
If your opponent agrees, or it's for a scenario, then it's all good.

If you're playing mix-and-match SMs, that's cool as long as you allow your opponent similar flexibility:
- CSM & Daemons
- Eldar & Dark Eldar & Tau
- IG & SoB & WH & DH
or whatever combination you agree upon in advance. Or play Apoc fielding BT allied with SM.

BT don't have Devs, nor separate Scouts. If you want to play that, play as SMs, and field the Emp Champ as a Chaplain or Captain.

To be honest, it's easiest to play as one army at a time: Templar Marines or Black Templars, also good. It keeps things simpler for everybody, primarily your opponent. Or, have "swap out" minis so that you field the Emp Champ when playing as BT, but not at all when playing as SM.
