My little brother wants me to trade his work army for space marines,and its proving to be a massive headache, but I shall continue attempting to get ham a space marine army

Well this is the off topic forum, is it not? I was stating that I am slightly frustrated cause for some ungodly reason nobody wants orks, I had two people interested, one dropped all contact with me, and the other I asked him to send half of his army first ( per my mom's stipulations, she doesn't want to see my 10 year old little brother get cheated) then I'd send him what he asked for and he could send me the rest, he stopped that so now I'm in the process of finding someone who wants to trade them off ( he had a higher reference, but parental rule rules over all)

Well , pictures would help your ad. Also, high ref members might not like your Moms trade rules and refuse them. So you might be left dealing with low ref traders. Space Marines are probably the most common 40K army around by far. Maybe sell the army outright & buy some used SM here or Ebay.

As your mother's son, you have to abide by her rules. Nobody reasonable here will not understand that. That said, if you are trying to get someone with an established reputation to send you stuff first (with a 4 rating), you're not likely to get any takers.
Another problem you'll have is that SM are FAR more playable than Orks right now. The Ork codex, while fun, gets the PANTS beat off of it regularly.
If you're insistent on that trade, waiting until the Codex drops will get you more interest from people.
Also, you might consider explaining your predicament re: your mom right up front with potential trade aprtners. Explain to your mom how ratings work here and that someone with a 300 rating has done 150 successful trades, at least, and see if she'd be willing to budge for someone who's reputation meets her minimum standards. If mom can speak on the phone with someone, she might just be a little more willing to budge. I know that any Admin and probably the Mods and Watch would be happy to talk to her, too, and give her our impression on your potential trade partner (even if we couldn't make any promises).

Ok random tidbit of info : why spend 10 dollars on green stuff, when loctite repair putty works just as well and is on 3 bucks at Walmart

That is a VERY good question.. and it is the proper answer at the same time. I do almost ALL my modeling supply purchases at Michaels, JoAnns, and Walmart. OR the local Train store..
GW can claim all they want that they are the be-all and end-all.. but.. they ain't.

I ain't about spending 50 dollars for 5 things of green stuff when I can spend 20 and buy the same amount with repair putty
