Thee are several models I've never seen. All from a new ebay seller.

He has several others and is only asking $30 or so with shipping in the US.
Anyone know anything about this?

I can't say whether it's a recast or not but, at that price, you're getting ripped off if it is.
But it's not GW. it's Grimskull.

They do a lot of stuff to be used with 40k, and this is pretty normal for their "style" of sculpt.

Ahh. so if it's a resin model, he might be a licensed caster. [or unlicensed recaster]
It's about the same price as what you showed, maybe a bit less, since free shipping.
I got a bud who is a licensed caster for a couple companies.
