I agree with you to a point, Brian.
At some point, GW has to draw a line on what's acceptable. Me? I'd have drawn it elsewhere.
If they allow someone with 4 models in their army to play @ the store, then what if someone who comes in with 24% of their army as proxies? What about 50%, 75% or 100%? At some point, GW's got to say (IMO), "Hold up! You're playing in our store (tournament, etc.), using our tables, and receiving our free prizes, but not giving us your money? No. We can't have that."
Myself, I'd say no more than 10% of the army should be non-GW if you're playing in a GW store and 100% of the (base models of the) army should be GW if you're playing in a GW tournament.
Usering after market shoulder pads, heads, etc? Fine. as long as the model is a base GW model (GW legs, torso and arms when possible), then it's fine.
As it so happens, GW's a bit more tight... err... fisted than I am and they draw the line sooner.
My point is that I think it's okay for GW to draw the line SOMEWHERE, I just don't care for where they've drawn it.

Its already been discussed on what different stores would "allow". The only stores I can see having an issue would be actual GW stores and at "official" GW tournies.
Personally, I would have no qualms at all but I have seen "elitist" players who would have fits. Luckily, those people are few and far between.
