We had struck a deal that he would buy my Chaos Space Marines and he said he would have payment by the 23rd, it is now the 25th and he sent me a message saying he cant pay for it. Here is a list of the messages we exchanged

Oh crap. I'm sorry dude. I had some unforeseen expenses occur, and wasn't able to put the cash aside. If you get another offer, go ahead and take it, it may be a bit before I can free up some more cash.

How much for all the CSM stuff?

40 Beserkers (combined with possessed bits and most modified with double handed axe’s
1 Kharn the Betrayer (conversion)
4 Heavy Bolter Havocs
10 Bolter Marines (Missile launcher x2, plasmax2)
5 Chosen (4 melta guns)
4 AoBR conversion Terminators
5 Conversion terminators

I would suggest contacting him inquiring about a timeframe- it could be that he just needs a couple more days to scrape together the funds, and this would not have to remain a backout; just a setback. While technically justified, at least as far as I can see, I would say this is a bit hasty. He might still be able to complete the transaction, which would make everyone happy.
