Mach game, 2000 points question about 4 artillery.

Ok so i have a question about artillery. Im trying to understand is it 4 "units" or 4 models in general.
This stims from the Razordons and Salamanders in seraphon army. Each can be a single unit or 1 unit with a max of 4.
Personally i have 3 Razordons and 3 Salamanders with 3 Bolt Throwers (high elfs). Im trying to come up with a 2000 point army but this is a little snag for myself. Seen im not fluent in the rules. Just trying to make the best army i can with what i have. But dont want to break any rules.

Razordons are 60 points
Salamanders arevalso 60 points
Bolt Throwers are 120 points.
